If the criminals get free lawyers, why cant all americans get free health care and college educations?

There is a lot of FREE being handed out, why don’t they get free health care, free college education. Make college mandatory. Start kids at the age of 3 and graduate them by the age of 15, make them go to college (since they are still minors) and help the economy. Do you think this would help?
